A paper cup with some pebbels floats in water in a vessel. The water level in vessel is up to the brink. Some of the pebbels are dropped in water. What will be change in water level in the vessel?

When the water level is up to the brink, that means the volume displaced by the paper cup is maximum and cannot displace more water to float.
Thus, when you put more pebbles into it , it will sink inside the vessel.
