Debakanta Barua (1914 – 1996) was an eminent politician and poet from Assam. He was the president of the Indian National Congress. He also served as the Governor of Bihar. Barua is well known for his Assamese poetry collection – Sagar Dekhisar. He was born on February 22, 1914 in Nagaon, Assam. He was the elder brother of famous Assamese poet Nabakanta Barua. Barua was a successful politician. He was a Member of Legislative Assembly (MLA) and served as the State Education Minister in Assam. He was also Member of Parliament (MP) and a Central Minister. Barua served as the Governor of the Bihar state of India from 1971 to 1973. Then he became the President of Indian Nation Congress during 1975. He remained in the position till 1977 (yes during the period of emergency). Devakanta Barua was loyal to Indira Gandhi is often remembered for his line: “Indira is India and India is Indira”. Barua wrote a famous poetry book in Assamese language. It was title Sagar Dekhisa. He also edited a daily news paper. Debakanta Barua passed away on January 28, 1996.

Dev Kant Barooah (22 February 1914 – 28 January 1996) was an Indian politician from Assam, who served as the President of the Indian National Congress during the Emergency (1975-77)
Career
He is now chiefly remembered for his sycophancy to Prime Minister Indira Gandhi, encapsulated by his c. 1974 proclamation that "India is Indira. Indira is India." However, he later parted ways with her and joined Congress (Urs), later renamed as Indian Congress (Socialist). He was the Governor of Biharfrom 1 February 1971 to 4 February 1973. He died in New Delhi.

Barua was a noted poet as well. His collection of Assamese poems, Sagar Dekhisa (সাগৰ দেখিছা), is still very popular. He was the elder brother of famous Assamese poet Nabakanta Barua.
