A parallel plate capacitor with air between the plates has a capacitance of 9pF. According to question there are two capacitor with capacitances C1 and C2 . and they are in series .

Here, C1=(d/3)Ak1ϵ0=9dAϵ0=9C    as k1=3

and C2=(2d/3)Ak2ϵ0=9dAϵ0=9C    as k2=6

The equivalent capacitance, Ceq=C1+C2C1C2=9C+9C(9C)(9C)=29C=(9/2)9=40.5pF
