At the moment the paratrooper leaves the aircraft they will accellerate at 9.81 m/s^2.

However as they accellerate, air resistance will cause the total force to diminish and accelleration to reduce too. Even without opening the parachute eventually the downward force due to gravity and the upward force due to air resistance will become equal in magnitude (but opposite in direction) and the total force on the paratropper will become zero. At this point they are no longer accellerating - they have reached their terminal velocity - typically about 200km/h.

When they open the parachute, air resistance from the ‘chute will dramatically increase the upwards force on the paratrooper and the total force will be upwards. This produces an accelleration in the upwards direction which will cause their velocity downwards to reduce. With reducing velocity, the air resistance due to the ‘chute now diminishes until again the force due to air resistance balances the force due to gravity and accelleration is zero - the paratrooper is now descending at a constant, and much slower, velocity.
