We know that,

The perimeter of rectangle =2(l+b)

∴ The perimeter of rectangular park =2(1.5+0.75)

=2(2.25)km

= 4.5 km

A cyclist has to take four rounds of this  park = 4 × 4.5 km = 18 km

Distance = 18 km and speed = 4.5 \dfrac{km}{hr}

∴  Time =\dfrac{Distance}{Speed}

=\dfrac{18 km}{4.5\dfrac{km}{hr}}

= 4 hr

Hence, the time taken by 4 hr.
