Potential energy = mgh. At its highest point, the particle has a height of 2r. It’s potential energy at its highest point is, therefore, 2mgr. This assumes that the bottom of the circle is touching the ground. If the center of the circle is height h above the ground then the potential at the highest point is mg(h+r).
