When a particle is moving with uniform speed along a circle

then the velocity will become opposite to the initial velocity when particle will reach at diametrically opposite point

so here we have change in velocity is given as

\delta v = v_f - v_i

\delta v = 10 cm/s - (-10cm/s)

\delta v = 20 cm/s

so the change in velocity of the particle is 20 cm/s
