this may be true because at that instant the velocity is zero but it is(can) moving(ve) with acceleration for ex central acceleration or tangential acceleration which is making particle to move.

explanation by an example :
when we throw a ball in vertically upward direction then at the maximum height the speed will become zero but then also acceleration will not equal to zero and equal to g( acceleration due to gravity ) and if that instant acceleration will be zero then the ball do not further move.
