In first case, it angle is theta then  

Horizontal speed =ucos theta .

since their is no any force , acceleration (a=0) is constant in horizontal direction.

In second case , horizontal speed=vcos phi

Then ,

             Ucos theta=vcos phi

                V=ucos theta /cos phi
