It depends exactly how it is rotating.

1/4 rotation is 90 degrees.

If horizontally it will be travelling 10 m/s South (or North) if it’s moving clockwise (or anticlockwise.)

If in a vertical plane, it will similarly be 10 m/s up, or down.

Picking the first one, the change (difference) 10 m/s S - 10 m/s E might be better expressed as the SUM 10 m/s S + 10 m/s W which is a square when drawn as a vector diagram, the resultant being the diagonal, 14.14 m/s SW
