Frequency = 40/4 = 10 Hz

Time period = 1/10 = 0.1 second

No, we cannot hear the sound produced by the pendulum because human ears can hear sound of frequency range 20 Hz to 20000 Hz, but the sound produced by the pendulum is 10 Hz which is much below the minimum audible range.
