A person applies some force on a body but it does not move . why?

Depends on how the force is applied. 1) If you try to lift an object, you need to apply a force greater than the m*g force of the body due to gravity. If that much force is not supplied it will not move. 2) If you want to pull a body horizontally on a rough surface, then your force needs to overcome the frictional force to move it.
