A person applies some force on an almirah but it does not move. why?

Because the force applied by the person isn't greater than the inertia of that almirah.
Means that the almirah is applying the sane force the person is applying and as we know only unbalanced force cause motion.

when the person applies some force on the almirah, it regains its position. This is because frictional force is acting on the almirah which opposes the force applied by the person. But after sometime when the person's force becomes more than the frictional force, the almirah starts to move.
