Condition from question is that the person should not visit the patient room twice. It is not said that the person cannot visit his/her room twice.

The person can visit the person in room 9 and return to his room number 13 and go visit the patients in room number 14, 15 and 16.

Then turn right and go to visit the patients in room number 12, 11 and 10.

Then turn right and visit patients in room number 6 and 5.
