He should throw the briefcase away from him and in opposite direction of the pool because according to Newton’s third law states that every action has equal and opposite reaction. So when the person throws the briefcase away from him, he will suffer from the reaction force opposite to the direction in which the bag is thrown I.e towards the pool.
