When a person falls from a certain height on a hard concrete floor than on a sandy surface he/she is prone to more more serious injuries as when he falls on the hard floor, he/ she comes to rest almost instantaneously so the floor exerts a large force on the person and gets injured. But if he/she falls on sand or carpet, the time duration in which he/she comes to rest increases and so the carpet or sand exerts a less force on the person and he is not injured.
