this is because for a object (in this case a man) falling from a height, the downward gravitational pull acts in the object there increasing it's velocity and also the force of impact. and since in the given situation the hard concrete floor is covered by Sandy surface, therefore the man is going to get serious injuries as the tiny sand particles on the Sandy surface exerts a very high pressure on man's skin.

the surface is rough so only if we fall on soft surface we don't get severe hurt
