the way to solve it is by using tan25=a/40, then a=40*tan25=18.65m, 18.65m+1.8m=20.45m. so the answer is 20.45m

\huge{\underline{\mathtt{\blue{❥A}\pink{N}\green{S}\red{W} \blue {E}\purple{R}}}}

tan25 =  \frac{a}{40}

so

a = 40 \:  \: tan 25 = 18.65m

so total height of flagpole is

18.65m+1.8m=20.45
