vaibhav2807: It is generally sufficient to just say "deaf", but if you absolutely must refer to someone that you know for a fact to be deaf and literally mute, you can say "deaf and does not speak" or, if you must, "deaf and mute" to avoid the pejorative term "deaf-mute".
