It is velocity
Speed is rate of change of distance.
Distance is the length of the actual path moved by a body, so it cannot be negative.
Velocity is the rate of change of displacement.
Displacement is the distance between the body at a particular position and its starting point, in a particular direction. If the body is in a position opposite to the direction given, it will be negative. This will make velocity negative too.
