A cloth soaked in water and then in oil catches fire because the oil is inflammable in nature and is capable of catching fire , therefore, the cloth catches fire ,but as the cloth is soaked in water , the water does not let the cloth reach its ignition temperature as a result the cloth do not burn but catches fire

hope it helps!!!
