This is because the paper and the stone dont have the same mass. the stone has a greater mass than the paper so gravity will pull it down much faster than it would to paper

I hope this helped, have a good day! <3

Answer:

They fall because of the kinetic energy gained by them due to gravity. Kinetic energy is equal to 1/2 mv^2. Here mass of stone is more than mass of paper so it gains more kinetic energy than the paper and falls first.
