Suppose, the middle-sized string has the length=x

So, the length of the longest piece of string=3x and  

The length of the shortest piece of string=3x-23

Now, adding all the pieces of string, we get:

x+3x+3x-23=40

7x=40+23

7x=63

x=9

Hence, the length of the shortest piece=3x-23=4 cm

Therefore, option (c) 4 is correct.
