A piece of wire is redrawn so that it's radius is halfed without change in it's volume. Compare new resistance with old resistance.

Radius is half
The new cross sectional area= pi x radius²=  pi x (R/2)²
or (pi/4)x R²

So 4 /(1/4) equals 16.

The new resistance is 16 times the original resistance.
