time taken to fill the pipe if it is 1 in size = 16*(1/4) min = 4

time taken to fill the pipe if it is 3/4 in size =3/4 x 4

                                                                      =3 minutes

In 16*(1/4),the 16 is cut by 4 as 4 is in denominator and 16 is in numerator . So, the ans = 16/4

                  =4

And the final answer is 3 minutes.
