a plastic straw is suspended from a thread another identical straw is brought closer to it first does it affect the state of rest of suspended straw seconds if the suspended straw was rubbed with a sheet of paper then would it move on bringing another stroke closer to it​

Respected mate,

First time the sraws do not aquire any charge but second time when we rubbed the straw with a ballon it aquired charge due to electrostatic force.So second time the straw attracted another straw.
