Let the center of the circle be C.
Let the tangent from point P onto circle touch the circle at T.  So CT is a radius of the circle.

Given PT = 2cm.   PC = 25cm.

Triangle PTC is a right angle triangle at T.  As per Pythagoras theorem,

     PT² + TC² = PC²
     2² + TC² = 25² 
      TC² = 625 - 4 = 621
      TC = radius = √621  cm
