Senators are only 2 per state but house representatives are limited and based on the state's population.

House representatives represent the idea of acting as a delegate to the federal government.

Delegates offer more voting options for the delegates if they listen and cast their votes based on majority polling.

Members of the party should be in contact with the public as much as possible to maintain the good relation and polling.

When it comes to senators and representatives, both of them will have the different effect on acting as delegates as representatives need to manage only the house districts which are very easy to do.

With just 2 senators per state available in hand, it will be difficult to have a face-to-face contact with every person on the state.
