charge on polythene piece  =  - 3 * 10⁻⁷ Coulombs.

Electron charge = - 1.6 * 10⁻¹⁹ Coulombs.

Number of electrons = - 3 * 10⁻⁷  C / (- 1.6  * 10⁻¹⁹ C)
       = 1.875 * 10¹²
  1.875  trillion electrons.

We know, q = ne

                 n = q/e

                  n = 3*10^-7 / 1.6*10^-19

                   n = 1.87*10^12
