​Potato is not a stem.
It is modified stem.

Potato​ plants produce underground stem system.

Some underground stems become swollen with stored starch.

Swollen underground stems are called tubers.

So, it is a stem tuber , which stores food for the plant .

The eyes are actually buds from the stem.
