A potato is cut into many pieces which are placed on wet cotton in a tray. After a few days leafy outgrowths are observed in some pieces but not all. Why?

The pieces of potato that bear nodes only can give rise to new plant or the leafy outgrowth. Thus from a whole potato only some pieces that bear nodes give rise to roots and shoots.
