no it can't be a physical change because only due to the chemical reaction the potatoes are cooked

No.. Cooking is a chemical change. A potato remains as a potato even after cooking abd it does not change its state as liquid and so on.. So it is not a physical change. Due to action of heat and other ingredients the chemical composition of it would have changed.
