This is called the Utilitarian principle.
It was developed and made most popular by John Stuart Mill and Jeremy Bentham all in accordance with the economic and socialist policies of the state.
These theorists were known as the utilitarians and they stated that the state funds should be equally distributed between the rich and the poor rung so that at last there is no discrepancy existing between the rich and poor at all.
