the white colour substance here is calcium hydroxide see this the observation that Sahil will make is that the walls become more shiny as it gives them a shiny finish
the reason for the dullness of the walls is that the calcium carbonate gets old and reacts with acidic molecules in the air.. hence making it dull after sometime
