Step-by-step explanation:

The solution is that first the person will enter 14 and then will come back to 13. He then goes to 9 from 13, the towards 10 from 9, then to 11, then to 15, then he goes to 16 and then to 12, from 12 he goes to 8 and the in 7, 6 and 5. From room 5 he enters 1 and then room 2 and then 3 and finally exits from room 4

It is said that no prisoner is allowed to see him more than once. It means that the condition is restricted to living ones. But cell no 13 prisoner is dead so we can visit his cell twice or more times if required.

However three possible ways arise.

A. See the first picture.

   13 > 14 > 13 > 9 > 10 > 11 > 15 > 16 > 12 > 8 > 7 > 6 > 5 > 1 > 2 > 3 > 4

B. See the second picture.

   13 > 9 > 13 > 14 > 10 > 11 > 15 > 16 > 12 > 8 > 7 > 6 > 5 > 1 > 2 > 3 > 4

C. See the third picture.

   13 > 9 > 13 > 14 > 10 > 6 > 5 > 1 > 2 > 3 > 7 > 11 > 15 > 16 > 12 > 8 > 4
