A product is "unreasonably dangerous" when it is dangerous beyond expectations of the ordinary consumer. whose expectations apply here? why?

Every  ordinary  consumer  are very simple  expected from a medical  soap will be genuine  and under  date of expiry. But so many medical counter  very easy sell to consumer without checking the date of expiry.This is unreasonably dangeraus for health.
