R = \frac{v^2 sin2\theta}{g}

now we know that

\theta = 30 degree

v = 400 m/s

so in order to obtain same range with least possible speed the angle of projection must be 45 degree

so we have

\frac{v^2 sin(2 \times 45)}{g} = \frac{400^2 sin(2\times 30)}{g}

now we have

v^2 = 400^2 sin60

v = 372.2 m/s
