A pure numerical number is meaningless in physics because numbers are always associated with units in physics. For example, if we talk about speed, it has a unit. The terms such as acceleration, electromagnetic field, electric field, sound, waves, frequency, etc, every terms has a meaning only when units are associated with them.
Physics takes about matter, in terms of space and time dimensions. Hence, units are always associated with any quantity in physics.
