That is simply because the boiling point of water is 100 degree celsius, the oil in the pan is above this temperature causing the water in the puri to get converted to steam. This steam comes from the bottom layer but has no hole or orifice to escape thus results in the swelling of puri. If initially a hole or a cut is made, the puri won't swell then ;)
