A push cart vendor in the urban areas maybe underemployed, because -

• The state of underemployed is the less engagement or requirement of a labour in his/her job and this less engagement/requirement reduces his/her job profile from a full time job to a part time job.

• Now,the pushcart vendors of the rural areas only have certain peak times in a day,when they can earn the maximum possible money,due to the less market demand of the rural areas. So it's useless for them to run their job in a full day basis.

• So, basically the remaining time of day (excluding job hours) these pushcart vendors are jobless which degrades their job profile from a full time job to a part time job.

• That's why,the pushcart vendors are underemployed in the rural areas.
