let the rational no. be x

x( \frac{10}{3}) =  \frac{10x}{3}  +  \frac{3}{8}  =  \frac{ - 3}{2}

taking LCM,

 \frac{80x + 9}{24}  =  \frac{ - 3}{2}

on cross multiplication,

80x + 9 =  - 36

80x =  - 36 - 9

80x =  - 45

x =  - \frac{ - 9}{16}
