A ray coming from denser to rarer medium ,the refracted ray bends away from normal not towards the normal .Why?

Light slows down when entering a denser media so when front wave hits interface at an angle each interface particle becomes an omnidirectional emiter but travelling inside denser media at lower speed so the front wave get closer to interface direction than the incident front wave and the rays are normal to front waves ...
