This is not a necessary condition but there is a speciality about such a case. Suppose it happens that the refracted ray and reflected ray are perpendicular to each other, the reflected light is plane-polarised.

The angle of incidence required for that to happen is called Brewster's angle which is the inverse tangent of refractive index.
