20  = 4\times a\ side\ of \ a\  square

A\ side\ of \ a\  square =\frac{20}{4}

A\ side\ of \ a\  square = 5 meter

This  side of a square will be equal to side of a rectangle considering the length of the diagonal is minimum.

Thus,the value of side of the rectangle when the length of the diagonal is minimum is 5 meter.
