rectangle  L = 9 * W
     area =  L * W = 9 W * W   = 9 W²
     perimeter  =  2 L + 2 W = 2 (9 W ) + 2 W = 20 W

square area :  9 W²
  square side:  √(9W²) = 3 W
  perimeter = 4 * 3 W = 12 W

Ratio :  20 W / 12 W = 20 /12 = 5/3
