As the perimeter of the Cylinder is 4
And the Height of Cylinder is 11
2 \pi r=4
r= \frac{ 2}{ \pi }
Volume of the Cylinder
= \pi r^2 h =  \pi  \frac{4}{ \pi^2 }11= \frac{44}{ \pi }= 14.005634992086789547661771176781 m^3

AyushG: I think that, by mistake, you have perimeter as height and height as perimeter.

Circumference of cylinder = 11m
2 \pi r = 11
r =  \frac{11}{ \pi *2}
r = 11* \frac{7}{44}
r =  \frac{7}{4} m

h = 4

Vol of cylinder =  \pi  r^{2} h
 \frac{22}{7} * \frac{7}{4}* \frac{7}{4} *4
=38.5 m^{3}
So volume of cylinder is 38.5 m^{3}
