length of rectangular paper = perimeter if base of cylinder
width of rectangular paper = height of cylinder
let the radius of base if cylinder be r
perimeter of base if cylinder= 2πr
therefore 2πr=11cm
or 2×22/7× r= 11
therefore r= (11×7)/(2×22)=7/4
volume of cylinder=πr^2h
=22/7×7/4×7/4×4
=38.5
