We have,
Width= height of the cylinder
i.e height of cylinder=10cm
Length = circumference of cylinder
22=2πr
r= 3.5cm
Now ,
TSA of cylinder = 2x 22/7 x r (r+h)
=297 cm²

Width of paper = height of cylinder = 10 cm
Then,
Circumference of circle = 22 cm
=> 2πr = 22
=> 2x(22/7) x r = 22
=> r = 7/2 = 3.5 cm
Now,
Curved Surface Area of cylinder = 2πrh
= 2 x (22/7) x 3.5 x 10
= 220 cm²
Total surface area = 220 +2 x (22/7)x 3.5²
= 220 + 77
= 297 cm²
