You should always take the longer side of the rectangle as the height of the cylinder
When you told the rectangle from its longer side the shorter side become the diameter (mind it it becomes the diameter and not the radius)
Radius (R)== Diameter (d)/2
R == 10/2 == 5cm²
Height (longer side) 'h'== 22cm
Formula of volume for a cylinder
V== πR²h
Placing the values
V== 22/7x(5)²x22. (π==22/7== 3.14)
V== 3.14 x 25x 22 cm³
V == 1727.88 cm³ or V= 1728 cm³
