First, find the perimeter of the plot by using the given information. Let us assume it is p.
p = 1,50,000 ÷ 200
    = 750 metres

We know that perimeter = 2 x (length + breadth) = 2 x (l + b)
2 x (l + b) = 750 metres
∴ l + b = 750 ÷ 2 = 375

Now, we know that the ratio of length:breadth is 11:4
 ∴ l = (11 ÷ 4) x b = 2.75 x b
Replacing the value of l as 2.75b in the equation above, we get
2.75b + b = 375
3.75b = 375
b = 375 ÷ 3.75
b = 100 (breadth)
∴ l = 375 - 100 = 275 (length)

Proof:
perimeter = 2 x (l + b)
750 = 2 x (275 + 100)
750 = 2 * 375
750 = 750
